Update, September 4: FTR Bulletin 27-01 appeared on gsa.gov on September 3 (the document itself is dated August 18). The rate lookup now offers 2027 as a fiscal-year option, and the standard CONUS day goes from $178 to $181. The Federal Register notice had not posted as of September 4; in prior years it followed the GSA release by two to four days.

Three straight cycles inside a one-day window, then an 18-day slip. By FedTools' count of GSA's release history, the FY2027 release gives agencies the shortest lead time before October 1 in at least four years. We have not found a public GSA statement explaining the timing.

Nothing was wrong with the rates themselves. Rate-setting depends on lodging data from the prior fiscal year, and a review cycle can slip for ordinary reasons. It does mean travel offices that usually have six weeks to load new tables into their systems have four this year.

What You Are Reimbursed Through September 30: FY2026 Rates

Until October 1, every CONUS trip is settled under FTR Bulletin 26-01:

• Standard CONUS lodging: $110 per night
• Standard CONUS M&IE: $68 per day, with $51 on the first and last travel day (75%)
• Non-standard areas: roughly 296 locations with higher lodging caps, many of them seasonal, and M&IE tiers from $68 to $92

GSA held these flat from FY2025, the first time in recent years it did not raise the standard rate, citing "reduction from the historically high inflationary pressures seen during the previous administration." FY2025 had been the bigger move: lodging from $107 to $110 and M&IE from $59 to $68, the first M&IE increase since FY2022.

The FY2027 move mirrors FY2024: lodging up, M&IE held. The third-party guesses of $115 to $120 lodging and $70 to $72 M&IE that circulated in August were both too high. Per FTR Bulletin 27-01, the M&IE tiers for non-standard areas stay at $68 to $92, and 295 locations carry non-standard lodging caps, one fewer than the FY2026 set.

Military TDY Runs on the Same Clock

Service members and DoD civilians traveling inside the continental United States are reimbursed at GSA's CONUS rates. The Joint Travel Regulations adopt them directly; DoD sets its own rates only for Alaska, Hawaii, the territories, and overseas, through the Per Diem, Travel and Transportation Allowance Committee, with the State Department covering foreign locations.

So the FY2027 rates land on October TDY orders, PCS-related temporary lodging math, and reserve component travel the same way they land on a civilian agency's travel card. Orders cut now for October travel settle at the FY2027 cap on each October date, and a trip that straddles September 30 is split at the fiscal-year line.

What to Do Now

1. Book October lodging against the FY2027 cap. A standard-area night on October 5 is reimbursed up to $113. Check the non-standard-area table for your city, since many of the 295 locations have seasonal caps that change by month.
2. Do not expect FY2027 rates on September travel. The bulletin is effective October 1; a September 28 night is still capped at $110 in a standard area.
3. Check your agency's travel system, not just GSA. Concur, DTS, and E2 load the new tables on their own schedules. With only four weeks of lead time this year, the first week of October is more likely than usual to run on stale tables.
