FEP Blue Focus is Blue Cross Blue Shield's lower-cost nationwide FEHB option, designed for employees who want the BlueCard PPO network at a significantly reduced biweekly premium. It uses a network-only (in-network-only) benefit structure — services received outside the BlueCard network are generally not covered except for emergencies — which is the trade-off for the lower premium.

Retirees who travel extensively or live in rural areas should consider Standard or Basic Option for out-of-network access. At retirement, the same premium contribution formula applies.

FEHB 5-Year Rule: To carry FEHB into retirement, you must be enrolled in an FEHB plan (or covered under TRICARE/CHAMPVA) for the 5 consecutive years immediately before your retirement date. If you are not yet enrolled, start coverage as soon as possible to preserve this option.
