Somewhere between 138,000 and 200,000 federal employees took the DRP, VERA, or an early-out in 2025 and 2026. Most of the ones under 62 are now holding an annuity that will not grow by a single dollar until their 62nd birthday. The COLA between now and then is zero.
The Rule Nobody Mentions at the VERA Briefing
The statute is blunt. A FERS COLA "shall not be effective with respect to the annuity of an annuitant who is under 62 years of age." Retire at 52 under a VERA and your annuity sits at the same nominal figure for ten years while groceries, FEHB premiums, and property taxes do what they do.
CSRS never had this rule; those retirees get full COLAs from day one at any age. FERS traded that away in exchange for the TSP match and Social Security coverage. The design assumption is that your TSP does the inflation work during the gap years. That works if you planned for it. The trap closes on people who read "$45,000 a year for life" and mentally spent the same $45,000 at 52 and at 72.
What the Freeze Actually Costs: The Erosion Tables
FedTools computed the real value of a frozen annuity across every realistic early-retirement age and inflation path. First, what your check is worth by the time COLAs finally start:

The 3% column is not a stress test. The 2027 COLA is currently tracking 3.1% to 3.5% on the months that count, per our live 2027 COLA tracker. This is the environment the VERA wave retired into.
The Supplement Is Frozen Twice
The FERS Supplement that bridges you to 62 has the same problem, worse. It's calculated once, at retirement, and never adjusts. Then it terminates the month before your 62nd birthday.
So the income plan for a 55-year-old VERA taker looks like this: a frozen annuity, plus a frozen supplement, both losing roughly 3% of real value a year, with the supplement scheduled to vanish. And the supplement carries an earnings test on top: wages above $24,480 (the 2026 limit) claw it back at $1 for every $2 earned. TSP withdrawals and investment income don't count against the test, which is one more reason the TSP is the release valve in this design.

Turning 62 Fixes Less Than You Think
Three things happen at 62: your annuity becomes COLA-eligible, the supplement ends, and Social Security opens up.
What does not happen is any repair of the freeze years. Your first COLA is the next regular December adjustment applied to the same nominal base you've had all along. If you froze at $45,000 in 2025 and turn 62 in 2027, your first raise is roughly 2.1% to 2.6% of $45,000, call it $945 to $1,170, landing on an annuity that already surrendered $30,000-plus in real value. Military REDUX retirees get a one-time catch-up recomputation at 62. FERS has no equivalent.
One piece of good news buried in OPM's handbook: after a multi-year freeze, your first COLA arrives in full, not prorated. Proration only applies to people who retire already COLA-eligible and hit a December adjustment within their first year.
And remember the FERS diet-COLA continues after 62: full CPI-W only up to 2%, capped at 2% in the 2-to-3% band, CPI-W minus one point above 3%. The Equal COLA Act would end that formula, but it has never moved out of committee.
Who Escapes the Freeze
The statute's exception list, precisely:
- Law enforcement officers, firefighters, nuclear materials couriers, CBP officers, Capitol Police, Supreme Court Police retiring under 5 U.S.C. 8412(d)
- Air traffic controllers retiring under 8412(e)
- Military reserve technicians separated due to disability under 8414(c). Voluntary reserve-technician retirements do NOT qualify, a detail that trips people up constantly
- FERS disability retirees, after the first-year 60%-of-high-3 phase
- Survivor annuitants
Everyone else who goes before 62, including every ordinary VERA and DRP taker, is in the freeze.
Planning Around the Freeze
Model in real dollars, not nominal. When the FERS Retirement Calculator gives you an annuity figure, discount it before you rely on it. At 3% inflation, multiply by 0.74 for a 10-year freeze, 0.81 for 7 years, 0.86 for 5.
Give the TSP the bridging job explicitly. The gap between your frozen check and its original purchasing power grows every year. A withdrawal plan that steps up 3% annually against a flat annuity is the honest version of "supplementing your pension."
Don't stack reductions at 62. Claiming Social Security at exactly 62 locks in a permanent reduction of about 30% from your full retirement age benefit, right when your annuity is at its most eroded. Many early retirees do better spending TSP first and letting Social Security grow.
If you're deciding on a VERA now, run the numbers both ways. Working three more years, from 52 to 55, cuts the cumulative freeze loss on a $45,000 annuity nearly in half, from $64,000 to $34,000, before counting the extra service credit.
