Why September 30 Is the Date That Matters
Three separate clocks all run out at the end of Q4 FY2026:
- The fiscal year ends. Agencies that miss voluntary reduction targets may face involuntary RIF proceedings in the first quarter of FY2027.
- The Navy's organizational review is due. Components that want voluntary separations before any Q1 RIF would need to announce windows by early August, because OPM expects VERA/VSIP notices at least 90 days before a RIF target date.
- The USPS restructuring report lands. Alvarez & Marsal's recommendations, due around September 30, are the first of three gates for any new postal VERA. USPS is also projected to hit an operating cash crunch in October.
Add the FY2027 budget's proposed civilian pay freeze, and the incentive to leave grows for anyone already retirement-eligible. A frozen paycheck next year makes this year's pension math look better.
The Rules That Catch People Off Guard
The eligibility rules are simple. The traps are not.
- Eligibility: age 50 with 20 years of creditable service, or any age with 25 years. There's no annuity reduction under VERA, unlike the 5% per year penalty with MRA+10.
- The FEHB 5-year rule. You keep health coverage in retirement only if you've been continuously enrolled in FEHB for the 5 years before your retirement date. Waivers exist but aren't automatic. This is the most commonly overlooked trap in every VERA round.
- The FERS Supplement gap. Retire under VERA before your Minimum Retirement Age and the Supplement doesn't start until you reach MRA (57 for anyone born in 1970 or later). A 49-year-old with 25 years faces an 8-year gap with no Supplement income.
- The repayment trap. Take a $25,000 VSIP, net about $18,000 after taxes, then return to any federal job within 5 years, and you owe the full $25,000 back on day one.
- The cap confusion. DoD's ceiling is $40,000 under 10 U.S.C. 1597, but some Army offer materials cited $25,000. Always get your specific number in writing.
